Next Stop: Transformation — Waterloo Partnership Sets Regeneration Plans in Motion

A major new partnership between Lambeth Council, Network Rail and Places for London is set to drive forward the transformation of London Waterloo Station and its surrounding South Bank neighbourhood — unlocking long-term benefits for local businesses, institutions and communities.

This collaboration follows the launch of the Waterloo Station Vision and builds on the success of the award-winning Waterloo Masterplan, recently recognised at the World Architecture Festival 2024 for its visionary approach to sustainable, people-centred design.

Waterloo is already one of the busiest stations in the UK and a key gateway to Lambeth. With iconic neighbours like the Southbank Centre, BFI Southbank, St Thomas’s Hospital and The Old Vic, this project aims to create a more vibrant, welcoming and accessible place for everyone, from commuters and tourists to residents and workers.

A big boost for local businesses

The regeneration will support the long-term success of Lambeth’s business community, with:

Increased footfall and more intuitive routes between the station and surrounding streets, creating stronger links to local shops, cafés, cultural venues and workspaces

Improved public spaces and a greener, more attractive street environment that encourages people to dwell, explore and return

Better access for customers and staff, thanks to over 40 new or improved walking and cycling routes

A stronger foundation for growth across key sectors, including culture, creative industries and life sciences

Whether you run a studio, shop, restaurant or office, this transformation will help put your business in front of more people and make the area even more desirable for future investment and partnerships.

A vision for all of Lambeth

This project reflects a wider goal for the borough — to make Lambeth a place we’re proud to call home, a borough where people want to live, build businesses, invest and thrive.

Cllr Claire Holland, Leader of Lambeth Council, said:

  • This partnership puts Lambeth at the heart of one of London’s most exciting regeneration opportunities.

We want this to be a place where growth means something for everyone — whether that’s new jobs, new homes or improved spaces that make everyday life better.

By working closely with local businesses, arts institutions, universities and healthcare providers, we’ll make sure this transformation supports our communities and opens up real opportunities for Lambeth residents.”

The phased development will continue to take shape through public-private collaboration, underpinned by early projects such as the creative wayfinding strategy led by 5th Studio, designed to connect Waterloo with the wider South Bank better.

Robin Dobson, Group Property Director, Network Rail, said:

We’re combining our expertise and assets to unlock huge growth across Waterloo and the South Bank. Together, we’ll deliver something truly transformative for London and future generations.”

Graeme Craig, CEO, Places for London, added:

Millions pass through Waterloo every year. This collaboration allows us to shape that experience, creating a welcoming, connected destination that celebrates the best of what Lambeth has to offer.”
